The MCDD, Multnomah County Drainage District wants your input.
MCDD is developing a Drainage Master Plan to guide the District's projects and priorities over the next 10-15 years.The District is seeking input from landowners and residents to help identify areas that experience flooding during major rain events. This information will be used to prioritize future improvements and maintenance projects so that the Districts can best meet the drainage and flood management needs of out landowners and residents.

Starts May 30th
Expected to Last 7 - 10 Days

On May 30, MCDD will begin working with contractors to repair damage to the levees caused by recent high water on the Columbia River. The work will be focused in two areas.

On the North side of Bridgeton road across from NE 1st Pl.
At this location work is expected to begin approximately May 30, and last for 7-10 working days.

On the North side of Marine Drive, just west from NE 122nd Ave.
At this location work is expected to begin approximately June 12, and last for 5 working days.

All work is permitted by the U.S. Army Corps of Engineers and repaired areas will be more resistant to future erosion because of the repairs.

The project will:

• Excavate the damaged areas to remove loose debris
• Place geotextile and rock fill into damaged and eroded areas.
• Ensure the repair area transitions smoothly to the existing slope
• Prepare the disturbed area to be seeded with grass.

MCDD been working with partners, residents and landowners immediately adjacent to work areas to manage parking and other issues.

Some minor traffic delays may be necessary as crews transport materials and heavy equipment to the work sites.

The BNA board is recommending that an expansion permit request by American Petroleum Environmental Service, Inc. (APES) be denied.

Bridgeton neighbors can add their voice through the Metro public comment process which is open until May 19th.

The BNA Board is recommending the permit be denied based on these facts:

• APES is out of compliance and in default on most of their operating permits including air, water discharge, and wastewater discharge.
• DEQ recently entered into a Mutual Agreement and Final Order (MAO) with APES/Clearlube that allows an experimental sulfonation process, that has not be used before, putting the public at further risk.
• In 2006, APES illegally removed emission control devices, although their permit requires it. Citizens have been subjected to oil refining toxic emissions despite making thousands of complaints. 
• In 2011 DEQ learned of the illegal emission control device removal but did nothing about it.
• DEQ chose not to reveal that information to the public until August 2016!
• APES uses dirty diesel oil as a source of fuel to process their used oil.
• APES stores unsecured, vulnerable tanks of illegal PCBs.​

The Oregon Department of Transportation has some upcoming paving work off Oregon 99E (Pacific Highway East/NE Martin Luther King Jr. Boulevard) in Northeast Portland.
 
The project locations are:

• The on- and off-ramps from OR 99E to North Gertz Road/Northeast Walker Street until the intersection of Northeast Vancouver Way.

• The on- and off-ramps from OR 99E to Northeast Gertz Road to just before Northeast Vancouver Way.
• The off-ramp from OR 99E to Northeast Vancouver Way/Portland Airport.
• Both directions of North Union Court and the on-ramp to OR 99E south from Union Court.

 
Work is expected to begin May 8.

Just another follow up on this issue. As I’m sure you are aware, we are still restricting parking in the same areas along Bridgeton Rd. near an area of erosion on the levee. We had some geotechnical engineers evaluate the erosion last week and are working with the Corps to develop next steps.
Current river forecasts predict the River to rise above 16’ (minor flood stage) again later this week. We still believe that restricting parking in that area to reduce risk and increase access is the most prudent course of action at this time. We understand that this is an inconvenience and we appreciate your patience.
