Bridgeton Neighborhood Association General Meeting April 17, 2018

WELCOME
Tom Hickey welcomed everyone to the Bridgeton Neighborhood Association (BNA) General Meeting and talked briefly about the purpose of our organization and agenda for the evening. We thank the Portland Yacht Club for donating the use of the space and for their very helpful staff.
BOARD & COMMITTEE INTRODUCTIONS
Tom introduced Board members and talked briefly about upcoming events including the Spring Clean Up, the Green Team House Parties and the NET/BEECN committees.
Land Use Meetings are on the first Monday, every other month, at 6:00pm in the N. Harbour Marriott Lounge. The next meeting is on May 7nd.
Green Team meetings are on the first Thursday, every other month, usually from 4:30-6:00pm (though times vary) and locations vary, in our homes. The next meeting is Monday, May 8th, 6:30 PM at the Marriott Courtyard on Anchor Way.
Communications Committee meets as needed and we need volunteers.
Beautification Committee meets as needed, Volunteers should talk to Karen and look to join the group at the Spring Clean Up on May 19th.
PRESENTATIONS
40-Mile Loop - Presentation and discussion by Jim Sjulin, 40-Mile Loop Board member, led us on a visual trip around Portland highlighting the connectivity that the 40-Mile Loop greenway offers to non- motor vehicles. The Bridgeton trail gap is a new focus for the group because the Portland Bureau of Transportation (PBOT) is considering an improvement to the intersection at Marine Drive and 33rd Ave. They will advocate and work with PBOT to ensure that a good trail will be included in these new development plans. Public Affairs & Project Manager:
As part of our mission is to reduce flood risk, we review development applications for projects within
the District boundaries each year. These reviews ensure that new development does not increase the risk
of flooding, and that neighbors can be active partners in mitigating flood risk in our region. To provide
developers and landowners with as much information and predictability as possible, we have updated
our review process to include three tiers of review and, in some cases for large and complex reviews, a
service charge for each development project. The new tiered review structure can be found on the

Levee Ready Columbia Update Colin Rowan, Levee Ready Program Manager:
Levee Ready Columbia (LRC) formed in 2013 when local government agencies partnered with
neighbors, businesses, and community groups to evaluate flood risk and to ensure that our levee systems
remain in good standing in federal programs. This effort includes the first comprehensive engineering
assessments of the levees, as well as studies of the economies, environment, and community assets
behind the levees. The program is now at a pivotal time as we move from the Discovery Phase to the
Analysis and Planning Phase, which means that LRC is nearing completion of the first-ever
comprehensive levee engineering assessments of the levees in all four Columbia Corridor levees. As we
complete these assessments and other technical work we will have a clear view of the projects needed to
re-certify and maintain FEMA accreditation. With direction from the community, decision-makers will
start to plan levee remediation. Please see the attached document titled “Certification – Project

Portland Clean Air - Bevin Burns, Principal and Executive Director of Bridges Middle School (recently moved from Bridgeton Road), is a concerned activist focused on air pollution problems including the emissions from nearby oil re-refineries, APES and ORCCO. Bevin introduced Greg Bourget, Executive Director fro Portland Clean Air. Portland Clean Air (PCA) is a registered Oregon Political Action Committee and 501(c)(3) working to address industrial pollution in Multnomah and Washington Counties. In her work with PCA, Beven help coordinate regular communication and cooperation on air quality advocacy efforts between 27 community/neighborhood groups with a reach to more than 50,000 residents.
Greg and Beven shared with us that Portland currently ranks as the worst city in the U.S. for respiratory distress from air pollution. Sadly it’s true, according to the EPA's most recent National Air Toxics Assessment, released in 2015 using 2011 data.
With this in mind, Portland Clean Air (PCA) volunteers conducted data requests about industrial stack polluters and unfiltered diesel trucks from nine government agencies during the past three years. The organization has been working with local volunteers to compile the data into a report localized by neighborhood. But there’s more work ahead, and more volunteers are needed to alleviate the problem more quickly. It took neighbors 42 years to identify that Bullseye Glass was annually putting 6,000 pounds of lead, cadmium, arsenic, and chromium into their unfiltered furnace. 85% of these heavy metals went airborne next to a daycare in inner southeast Portland. Now they have a scrubber removing 97% of these emissions because of the political efforts of their neighbors.
PCA needs volunteers to help study every unfiltered industry and truck fleet in the neighborhood, so immediate and reasonable mitigation can be requested for any nearby Bullseye-like factories and unfiltered truck routes. Would you like to help? From the comfort of your home, you can compile data and analysis. Previous science or data experience is welcome, but not required. Volunteers receive an Excel spreadsheet or other digital data source via email or website and, following explicit instructions, copy or type the data that pertains to the Bridgeton neighborhood. Analysis volunteers similarly follow instructions aimed at identifying industries with dangerous unfiltered air pollution. With your neighbors – working with Bridgeton Neighborhood Association and PCA – you can help make the nearby air safer. Marijuana Code Compliance - Representatives from the Portland Office of Neighborhood Involvement (ONI) – Brandon Goldner and Nathaniel Werner described the permitting process for marijuana retail businesses dictated by Portland law.
Nate discussed:
- The process of applicants applying, being inspected and receiving their license go through their office.
- The program handles licensees that are not in compliance with our regulations.
- Permits require no involvement from the public. If this is something people would like to
see change, contact elective officials. Portland follows the code that our elected officials
have put in place. - Portland regulations go above and beyond Oregon cannabis regulations.
- Signage is not regulated in our program, the Building Development Services (BDS)
handles that permit.
They handle questions regarding permits such as proximity to an elementary or secondary school or another licensee or security concerns. A retail license at 207 N Bridgeton Rd. is legal, in general, as approved by Portland City Commissioners in 2017. OLCC checks background information on licensee and monitors compliance (i.e. selling to minors). City of Portland business licenses are permitted through Bureau of Development Services who monitors zoning, use, security, signs, etc.
Neighbors’ concerns mostly centered on the best use for the property. Some cited the excessive number of retail pot shops all over Portland. Nate Werner stated, “Portland is fast approaching its saturation point for these enterprises.” People are concerned about excessive traffic, parking and marijuana use in and around the location. · Portland Neighborhood Association recap -Consideration for new member, Election of president and secretary for 2017. Dues, dues not yet paid and dues for the coming year. Consider the minor bylaws for the Directors to have a minimum of 3, changed from a minimum of 3 to a max of 15. Susan Johnson-Wright went to this meeting on behalf of the BNA.
· Report from Signage and Events committee- Official Neighborhood clean-up is May 20th, June 24th is the neighborhood yard sale and July 22nd is the neighborhood picnic.

· Safety and Crime committee proposed & discussed: Garbage and Recycling regulations, Homeless RVs and Cars parked in area, increase in car and home break-ins.
· Neighborhood engagement committee proposed & discussed: Monthly Neighborhood newsletter, involving the west end of Bridgeton more in the BNA.
· Finishing up Bridgeton beautification project with proposed signs. Additional voting needed prior to decision.
· Land use review on Bridgeton Rd. with new purchase properties and intentions of those properties and how they affect the neighborhood. Invitation to new owners of the properties to attend a board meeting to give more information.
· Meeting dates set – Next meeting is on 2/15/17 @ 630pm.
· Treasure’s report provided and discussed.
· End of meeting decision made to not elect new chair, as the majority of board members were not in attendance due to weather conditions.
