BNA Green Team


The BNA Green Team is all about sharing!
 Our mission is to research and share information that helps Bridgeton neighbors to learn about resources and strategies for a clean, healthy and resilient environment. We share information and handy instructions on what, where and how to be a Green Team neighbor:

  • ​Printed materials - A BNA Green Team notebook will be available at all BNA General and Board meetings.

Floating Homeless?

​In case you were wondering about the floating boats that look like they are being used for  shelters, a Green Team member checked it out.

The Portland River Patrol and Columbia River Patrol (Mult County Sheriffs) don’t have complete control over these boats but are given specific guidelines from the city based on OAR 141-082-0255(43): "Limited Duration Use" . River Patrols are not allowed to board at any time as these are “homes”.  The floating homeless boats & camps require Dept of State Lands involvement.  

As citizen's we are encouraged to submit an online report on homeless camps and the City will try to address each area with appropriate services. Please feel free to do the same..

River Patrol Designates Limited Duration Use for boaters in Portland Waterways

Portland’s River Patrol is charged with maintaining safety and monitoring safe water use on all rivers and waterways in Portland. Based on new “limited use” rules created for all our benefit, they recently inventoried all seemingly abandoned boats and floating campers, tagging them for removal if they didn’t meet health and safety standards.
 
Oregon administrative rules, OAR 141-082-0255(43), are new, legal rules created for use by the Dept. of State Lands (DSL), River Patrol (RP) and Portland Police Dept. (PPD) to address camping and use on the water (on boats, rafts, floating homes or whatever).  Two sailboats north of Portland Yacht Club now have notices attached to the companion as a result of the inventory process. They likely tagged the camp west of the railroad bridge. The RP stated DSL had identified 10 vessels/locations that were "marked".

From OAR 141-082-0255(43):
"Limited Duration Use" means any temporary or infrequent use of state-owned waterways, with no long term or extended use intended.  Limited Duration Use includes any non-commercial use of state-owned submerged or submersible land which is not more than thirty (30) calendar days during any contiguous 12-mo time period, within a distance of 5 miles.
